The Standing Senate Committee on National Finance met this day at 9:32 a.m. in room 9, Victoria Building, the Deputy Chair, the Honourable Nancy Ruth, presiding.

Members of the committee present: The Honourable Senators Biron, Eyton, Fox, P.C., Mitchell, Murray, P.C., Nancy Ruth, Peterson, Ringuette and Stratton (9).

In attendance: Jean Dupuis and Lydia Scratch, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 18, 2006, the committee began its study of Bill S-217, to amend the Financial Administration Act and the Bank of Canada Act (quarterly financial reports).

WITNESS:

The Honourable Senator Hugh Segal, sponsor of the bill.

Senator Segal made a statement and answered questions.

At 10:53 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on National Finance met this day at 9:35 a.m. in room 9, Victoria Building, the Chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Biron, Day, Murray, P.C., Oliver, Ringuette, Rompkey, P.C., Segal, and Stratton (8).

In attendance: Tara Gray and Lydia Scratch, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 18, 2006, the committee continued its study of Bill S-217, to amend the Financial Administration Act and the Bank of Canada Act (quarterly financial reports).

WITNESSES:

Treasury Board of Canada Secretariat:

Charles-Antoine St-Jean, Comptroller General of Canada;

David Moloney, Senior Assistant Secretary, Expenditure Management Sector.

The Chair made a statement.

Mr. St-Jean made a statement and, together with Mr. Moloney, answered questions.

At 10:39 a.m., the committee suspended.

At 10:41 a.m., the committee resumed.

It was agreed that additional witnesses be invited to appear before the committee on Bill S-217.

At 10:45 a.m., the committee proceeded in camera, pursuant to rule 92(2)(e), to consider its agenda.

It was agreed that senators' staff be authorized to remain during this in camera session.

At 10:52 a.m., the committee adjourned to the call of the Chair.
