The Standing Senate Committee on National Finance met this day at 6:35 p.m. in room 9, Victoria Building, the Chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Biron, Day, Di Nino, Fox, P.C., Nancy Ruth and Ringuette (6).

In attendance: Lydia Scratch and Jean Dupuis, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, May 2, 2007, the committee began its study of Bill C-294, to amend the Income Tax Act (sports and recreation programs).

WITNESSES:

As an individual:

Brian Fitzpatrick, M.P., sponsor of the bill.

Department of Finance Canada:

Gérard Lalonde, Acting Director, Tax Legislation Division, Tax Policy Branch;

Edward Short, Senior Tax Policy Officer, Tax Policy Branch.

The Chair made a statement.

Brian Fitzpatrick, M.P., made a statement and answered questions.

At 7:16 p.m., the committee suspended.

At 7:18 p.m., the committee resumed.

Gérard Lalonde made a statement and, together with the other witnesses, answered questions.

Mr. Fitzpatrick answered questions.

At 8:20 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, September 27, 2006, the committee continued its study on issues relating to the vertical and horizontal fiscal balances among the various orders of government in Canada.
