The Standing Senate Committee on National Finance met this day, in camera, at 9:04 a.m., in room 7, Victoria Building, the Chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Biron, Day, Eggleton, P.C., Mitchell, Murray, P.C., Nancy Ruth, Ringuette, and Stratton (8).

Other senator present: The Honourable Senator Moore (1).

In attendance: Tara Gray and Lydia Scratch, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, September 27, 2006, the committee continued its study on issues relating to the vertical and horizontal fiscal balances among the various orders of government in Canada. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 3, dated September 26, 2006.)

It was agreed that senators' staff be authorized to remain in the room during the in camera portion of this meeting.

Pursuant to rule 92(2)(f), the committee proceeded to consider a draft report.

It was moved that the draft report be revised, with editorial changes, and that the updated version be re-circulated to the committee members for consideration at the next in camera meeting.

The question being put on the motion, it was adopted.

At 9:48 a.m., the committee suspended.

At 9:51 a.m., the committee resumed its sitting in public in room 9, Victoria Building and, pursuant to the Order of Reference adopted by the Senate on Wednesday, February 28, 2007, continued its examination of the expenditures set out in the Estimates for the fiscal year ending March 31, 2008, with the exception of Parliament Vote 10. (For complete text of Order of Reference see proceedings of the committee, Issue No. 11, dated February 27, 2007).

Fisheries and Oceans Canada:

Larry Murray, Deputy Minister;

George Da Pont, Commissioner, Canadian Coast Guard;

John Butler, Acting Deputy Commissioner, Canadian Coast Guard.

The Chair made a statement.

Mr. Murray and Mr. Da Pont each made a statement and, together with Mr. Butler, answered questions.

At 11:20 a.m., the committee adjourned to the call of the Chair.
