The Standing Senate Committee on Fisheries and Oceans met this day, at 10:52 a.m., in room 160-S, Centre Block, the Chair, the Honourable William Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Adams, Cowan, Gustafson, Hubley, Johnson, Rompkey, P.C., and Watt (7).

Other senator present: The Honourable Senator Corbin (1).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 16, 2006, the committee continued its examination of issues relating to the federal government's new and evolving policy framework for managing Canada's fisheries and oceans.

WITNESSES:

Fisheries Resource Conservation Council:

Jean Guy d'Entremont, Chair.

Area 19 Snow Crab Fishermen's Association:

Brian Adams, President.

Association des crabiers de la Baie; Association des crabiers acadiens; Association des crabiers gaspésiens; and Crabiers du nord-est:

Robert Haché, Spokesperson.

Fish, Food and Allied Workers Union:

John Boland, Staff Representative.

Messrs. d'Entremont, Boland, Adams, and Haché made statements and answered questions.

At 1:09 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries and Oceans met this day, at 7:00 p.m., in room 505, Victoria Building, the Chair, the Honourable William Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Adams, Comeau, Gill, Johnson, Meighen, Rompkey, P.C., and Watt (7).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 16, 2006, the committee continued its examination of issues relating to the federal government's new and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated April 27, 2006.)

WITNESSES:

Fisheries and Oceans Canada:

David Bevan, Assistant Deputy Minister, Fisheries and Aquaculture Management;

Denis Rivard, Associate Director General, Ecosystem Science.

Messrs. Bevin and Rivard made a statement and answered questions.

At 8:33 p.m., the committee continued in camera, pursuant to rule 92(2)(e), to consider its agenda.

At 8:37 p.m., the committee resumed in public.

The committee considered the following draft budget application for the year ending March 31, 2007 for its study of the federal government's framework for managing Canada's fisheries and oceans.

Professional and Other Services    $ 105,000
Transportation and Communications    274,312
All Other Expenditures    17,000
TOTAL    $ 396,312

The Honourable Senator Comeau moved that the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets and Administration.

After debate, it was agreed that items for "Atlantic Canada'' be changed to "Eastern Canada.''

It was agreed that the budget, as amended, be adopted.

At 8:40 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries and Oceans met this day, at 7:00 p.m., in camera, in room 356-S, Centre Block, the Chair, the Honourable William Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Campbell, Comeau, Hubley, Johnson, Losier-Cool, Rompkey, P.C., and Watt (8).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 16, 2006, the committee continued its examination of issues relating to the federal government's new and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated April 27, 2006.)

It was agreed that senators' staff be authorized to remain in the room for this meeting.

The committee noted and expressed regrets at the death on June 8, 2006 of the Honourable Senator J. Michael Forrestall, a member of the committee.

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was moved that the committee adopt the draft report, as amended, and that the Chair and Deputy Chair be authorized to make minor grammatical corrections without affecting the content.

The question being put on the motion, it was adopted.

At 8:15 p.m., the committee adjourned to the call of the Chair.
