The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4 p.m. in room 160-S of the Centre Block to elect a Chair.

Members of the committee present: The Honourable Senators Andreychuk, Campbell, Corbin, Dawson, Di Nino, Downe, Merchant, Oliver, Segal, Smith, P.C. and Stollery (11).

Other senators present: The Honourable Senators Nolin, Phalen and Prud'homme, P.C. (3).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Allison Goody, Analyst.

In attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 13, 2007, the committee continued to study the effectiveness of Canada's promotion of democratic development abroad and the role of the Parliament of Canada in this context. (For the complete text of the Order of Reference, see Issue No. 11, February 20, 2007.)

WITNESSES:

As an individual:

David Donovan, Research Director, Centre for the Study of Democracy, Queen's University.

National Democratic Institute (by video conference):

Leslie Campbell, Senior Associate and Regional Director, Middle East and North Africa Programs.

Since the Chair's position was vacant, the Clerk of the Committee presided over the election of the Chair.

The Honourable Senator Corbin moved:

That the Honourable Senator Stollery be elected Acting Chair of the Committee for the purposes of today's meeting.

The question being put on the motion, it was resolved in the affirmative.

It was agreed that the Standing Committee on Foreign Affairs and International Trade next meet on February 27, 2007, when the Senate rises, but not earlier than 5 p.m. The agenda for that meeting would be as follows:

Election of a Chair

Examination of issues that may arise from time to time relating to foreign relations generally, this time relating to Afghanistan with:

From the United Nations:

Christopher Alexander, Deputy Special Representative of the Secretary General for Afghanistan.

From NATO:

James Appathurai, Spokesperson.

Messrs. Donovan and Campbell made presentations and answered questions.

At 5:30 p.m., the committee adjourned until February 27, 2007.
