The Standing Senate Committee on Human Rights met this day, at 4:05 p.m., in room 9, Victoria Building, the Chair, the Honourable A. Raynell Andreychuk, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carstairs, P.C., Dallaire, Munson and Nancy Ruth (5).

In attendance: Laura Barnett, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee began its consideration of reviewing the machinery of government dealing with Canada's international and national human rights obligations.

WITNESSES:

University of Ottawa, Faculty of Law:

Craig Forcese, Assistant Professor;

Farzana Jiwani, Student;

Mary Mitsios, Student;

Jennifer Stebbing, Student.

Mr. Forcese made a statement and, together with Ms. Jiwani, Ms. Mitsios and Ms. Stebbing, answered questions.

At 5:10 p.m., pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its consideration of Canada's international obligations in regard to the rights and freedoms of children. WITNESS:

Canadian Coalition for the Rights of Children:

Kathy Vandergrift, Chair.

Ms. Vandergrift made a statement and answered questions.

It was moved by the Honourable Senator Carstairs that the transcript from 2:00 p.m. to 3:30 p.m. of the committee's public hearings in Edmonton on Wednesday, September 20, 2006 be printed using sequential letters to identify the participants. (IE: Participant A).

The question being put on the motion, it was adopted.

At 6:09 p.m., the committee adjourned to the call of the Chair.
