The Standing Senate Committee on Human Rights met this day at 4:10 p.m., in room 9, Victoria Building, the Chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carstairs, P.C., Dallaire, Fraser, Kinsella, Lovelace Nicholas, Munson, Nancy Ruth and Poy (9).

In attendance: Laura Barnett, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its consideration of reviewing the machinery of government dealing with Canada's international and national human rights obligations. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 11.)

WITNESSES:

Alex Neve, Secretary General.

Action Canada for Population and Development (ACPD):

Sandeep Prasad, Human Rights Advisor.

University of Western Ontario:

Elizabeth Riddell-Dixon, Professor, Department of Political Science.

Norman Paterson School of International Affairs:

Christopher Kenneth Penny, Assistant Professor of International Law.

Foreign Affairs and International Trade Canada:

Adèle Dion, Director General, Human Security and Human Rights Bureau;

Robert Sinclair, Deputy Director, Human Rights.

The Honourable Senator Carstairs, P.C., moved that the Honourable Senator Fraser, be made Deputy Chair of the Standing Senate Committee on Human Rights.

The question being put on the motion, it was adopted.

Mr. Neve and Mr. Prasad each made a statement and, together, answered questions.

Ms. Riddell-Dixon and Mr. Penny each made a statement and, together, answered questions.

Ms. Dion made a statement and, with Mr. Sinclair, answered questions.

The Honourable Senator Nancy Ruth moved that the committee delegate the power to the steering committee to adopt, if necessary, a supplementary budget for the trip to Geneva and that the amount of this budget be printed in the minutes of this meeting.

The question being put on the motion, it was adopted.

At 7:10 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Human Rights met this day, in camera, at 4:10 p.m., in room 257, East Block, the Chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Dallaire, Fraser, Jaffer, Lovelace Nicholas, Munson and Nancy Ruth (7).

In attendance: Laura Barnett, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to rule 92(2)(f) the committee met in camera for the consideration of a draft report.

At 6:45 p.m., the committee continued in public for consideration of draft budgets.

The Honourable Senator Munson moved that the committee concur in the following budget application and that the Chair be authorized to submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration:

Legislation

Professional and Other Services    $ 5,000
Transport and Communications    0
All Other Expenditures    2,000
TOTAL:    $ 7,000

The question being put on the motion, it was adopted.

The Honourable Senator Jaffer moved that the committee concur in the following budget applications and that the Chair be authorized to submit the said budgets to the Standing Committee on Internal Economy, Budgets and Administration:

Special Study on the Invitation of the Minister of Indian and Northern Affairs to appear before the Committee

Professional and Other Services    $ 2,500
Transportation and Communications    0
All Other Expenditures    300
TOTAL:    $ 2,800

Special Study on the Federal Public Service

Professional and Other Services    $ 2,500

The question being put on the motion, it was adopted.

At 6:55 p.m., pursuant to Rule 92(2)(e) the committee resumed in camera for consideration of a draft agenda.

At 7:10 p.m., the committee adjourned to the call of the Chair.
