The Standing Senate Committee on Human Rights met this day at 4:07 p.m., in room 2, Victoria Building, the Chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Fraser, Munson and Nancy Ruth (4).

Other senator present: The Honourable Senator Carstairs, P.C. (1).

In attendance: Laura Barnett, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 14, 2006, the committee began its consideration of Bill S-207, to amend the Criminal Code (protection of children).

WITNESSES:

The Honourable Céline Hervieux-Payette, P.C., sponsor of the bill.

The Canadian Teachers' Federation:

John Staple, Deputy Secretary General;

Allan O'Brien, Legal Counsel.

Canadian Coalition for the Rights of Children:

Kathy Vandergrift, Chair.

Justice for Children and Youth:

Cheryl Milne, Staff Counsel.

The Honourable Senator Hervieux-Payette, P.C. made a statement and answered questions.

Mr. O'Brien and Mr. Staple both made a statement and, together, answered questions.

Ms. Milne made a statement and answered questions.

Ms. Vandergrift made a statement and answered questions.

At 6:04 p.m., the committee adjourned to the call of the Chair.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.
