The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 9:33 a.m., in room 356- S, Centre Block, the Chair, the Honourable Consiglio Di Nino, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Cordy, Di Nino, Joyal, P.C., Keon, Losier-Cool, Robichaud, P.C., Smith, P.C., Stratton, Tardif (10).
In attendance: From the Parliamentary Research Branch, Library of Parliament: James Robertson, Analyst.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, September 28, 2006, the committee began its examination of the motion that rule 86(1)(h) of the Rules of the Senate be amended to read:
The Senate Committee on Foreign Affairs and International Trade, composed of twelve members, four of whom shall constitute a quorum, to which shall be referred, if there is a motion to that effect, bills, messages, petitions, inquiries, papers and other matters relating to foreign and Commonwealth relations generally, including:
(i) treaties and international agreements;
(ii) external trade;
(iii) foreign aid;
(iv) territorial and offshore matters.
WITNESS:

The Honourable Senator Hugh Segal.
Senator Hugh Segal made a brief presentation and answered questions.
Senator A. Raynell Andreychuk moved that the Chair report the committee's recommendation that the Senate adopt the motion referred to the committee.
The question being put on the motion, it was adopted.
At 9:50 a.m., pursuant to the Order of Reference adopted by the Senate on Thursday, June 8, 2006, the committee began its examination of the motion that whenever the Senate is sitting, the proceedings of the upper chamber, like those of the lower one, be televised, or otherwise audio-visually recorded, so that those proceedings can be carried live or replayed on CPAC, or any other television station, at times that are convenient for Canadians.
