The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 12:10 p.m., in room 160-S, Centre Block, the Chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, Cordy, Di Nino, Fraser, Joyal, P.C., Losier-Cool, McCoy, Robichaud, P.C., and Smith, P.C. (10).

Other senator present: The Honourable Senator Watt (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Robertson, Analyst and Michel Bédard, Analyst.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 19, 2006, the committee began its examination of the motion that the Senate should recognize the inalienable right of the first inhabitants of the land now know as Canada to use their ancestral language to communicate for any purpose; and that, to facilitate the expression of this right, the Senate should immediately take the necessary administrative and technical measures so that senators wishing to use their ancestral language in this house may do so.

WITNESS:

Mark Audcent, Law Clerk and Parliamentary Counsel.

Mr. Audcent made a brief presentation and answered questions.

At 1:25 p.m., the committee adjourned to the call of the Chair.
