The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 9:38 a.m., in room 356- S, Centre Block, the Chair, the Honourable Senator Di Nino, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Cordy, Di Nino, Hays, P.C., Joyal, P.C., Keon, Losier-Cool, McCoy, Robichaud, P.C., Smith, P.C. (10).

In attendance: From the Parliamentary Research Branch, Library of Parliament, James Robertson, Analyst and Michel Bédard, Analyst; from the Senate, Charles Robert, Principal Clerk, Chamber and Procedure Office.

Also in attendance: The official reporters of the Senate.

Pursuant to rule 86(1)(f)(i), the committee proceeded to consideration of the notice requirements for questions of privilege. (Draft report)

It was agreed to proceed in camera, pursuant to 92(2)(f), to consider a draft report.

Mr. Robert addressed certain issues related to the draft report.

It was agreed that staff revise the draft report in accordance with the committee's deliberations.

At 10:38 a.m., pursuant to rule 86(1)(f)(i), the committee proceeded in public to consideration of the reinstatement of bills.

It was agreed that staff draft a report.

At 10:50 a.m., pursuant to the Order of Reference adopted by the Senate on Thursday, October 19, 2006, the committee continued its examination of the motion that the Senate should recognize the inalienable right of the first inhabitants of the land now known as Canada to use their ancestral language to communicate for any purpose; and that, to facilitate the expression of this right, the Senate should immediately take the necessary administrative and technical measures so that senators wishing to use their ancestral language in this House may do so.

The Honourable Senator Smith moved:

That the committee adopt the following draft budget application for its fact finding travel to Yellowknife and Iqaluit for the financial year ending March 31, 2008:

All Other Expenditures $ —
Total: $ 109,351

The question being put on the motion, it was agreed.

At 11:25 a.m., the committee adjourned to the call of the Chair.
