The Standing Senate Committee on Rules, Procedures and the Rights of Parliament met this day, at 9:36 a.m., in room 356-S, Centre Block, the Chair, the Honourable Wilbert J. Keon, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Banks, Di Nino, Fraser, Hays, P.C., Joyal, P.C., Keon, Losier-Cool, McCoy, Robichaud, P.C., and Smith, P.C. (11).

In attendance: From the Parliamentary Research Branch, Library of Parliament, James Robertson, Analyst and Michel Bédard, Analyst.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 14, 2006, the committee began its examination of the current provisions of the Constitution Act, 1867 that relate to the Senate and the need and means to modernize such provisions.

WITNESS:

The Honourable Dan Hays, P.C., senator.

Senator Hays, P.C., made a presentation and answered questions.

At 11:24 a.m., the committee adjourned to the call of the Chair.
