The Standing Senate Committee on Transport and Communications met this day, at 9:30 a.m., in room 257, East Block, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Bacon, Banks, Eyton, Johnson, Mercer, Munson, Phalen, Tkachuk and Zimmer (9).

In attendance: From the Library of Parliament, Allison Padova and Terrence Thomas, Analysts.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, May 11, 2006, the committee continued its consideration on the containerized freight traffic handled by Canada's ports. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Finance Canada:

Dean Beyea, Chief, Trade in Goods, International Trade Policy Division, International Trade and Finance;

Sylvie Larose, Policy Analyst, Trade in Goods, International Trade Policy Division, International Trade and Finance;

Geoffrey MacMillan, Tax Policy Officer, General Operations and Border Issues, Sales Tax Division, Tax Policy Branch.

Canada Border Services Agency:

Brent Patten, Manager of the Carrier and Cargo Policy Unit, Commercial Policy Division within the Border and Compliance Programs Directorate in Admissibility Branch.

Mr. Beyea made an opening statement and, together with the other witnesses, answered questions.

At 9:58 a.m., the committee suspended.

At 10:00 a.m., the committee resumed in camera, pursuant to rule 92(2)(f) to consider a draft report.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, September 26, 2006, the committee continued its consideration on User Fees. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 3.)

It was agreed that senators' staff be permitted to attend the in camera meeting.

The committee proceeded to consider a draft report.

It was moved by the Honourable Senator Tkachuk that the report be adopted.

After debate, the question being put on the motion, it was adopted.

At 10:05 a.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Adams, Bacon, Champagne, P.C., Dawson, Eyton, Mercer, Merchant, Munson, Phalen and Tkachuk (10).

Other senator present: The Honourable Senator Moore. (1).

At 8:00 p.m., the committee adjourned to the call of the Chair.
