The Standing Senate Committee on Agriculture and Forestry met at 7:06 p.m., this day, in room 9, Victoria Building, the chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Callbeck, Fairbairn, P.C., Gustafson, Mahovlich, Mercer and Peterson (6).

In attendance: Marc Leblanc, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the committee continued its consideration of rural poverty in Canada. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Bank of I.D.E.A.S. (by video conference):

Peter Kenyon, Director.

As an individual:

John Stapleton, Former Research Director, Taskforce on Modernizing Income Security for Working-Age Adults.

The chair made an opening statement.

Mr. Kenyon made a statement and answered questions.

At 8:01 p.m., the committee suspended.

At 8:07 p.m., the committee resumed.

Mr. Stapleton made a statement and answered questions.

At 9:05 p.m., the committee suspended.

At 9:07 p.m., the committee resumed.

It was moved by the Honourable Senator Peterson:

That, pursuant to rule 89, from February 18, 2008 to February 21, 2008, the chair be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present, provided that two members of the committee are present.

The question being put on the motion, it was adopted.

At 9:08 p.m., the committee adjourned to the call of the chair.

The chair made an opening statement.

Mr. Villarreal made a statement and, together with Mr. Crosta, Mr. Ardavín, Ms. Oehler and Ms. Bryce, answered questions.
