The Standing Senate Committee on National Security and Defence met this day, at 4:03 p.m., in room 505, Victoria Building, the chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Banks, Kenny, Mitchell, Moore, Nancy Ruth, Tkachuk and Zimmer (7).
In attendance: Shaila Anwar, Co-clerk of the Committee, Committees Directorate; Steven James, Maureen Shields and Jason Yung, Analysts, Parliamentary Information and Research Services, Library of Parliament; Barry Denofsky, National Security Advisor; Captain (N) John Gardam, DND Liaison Officer.
Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the committee continued its study on the national security policy of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Jay Hope, Deputy Minister, Emergency Planning and Management, Ministry of Community Safety and Correctional Services.
Alberta Emergency Management Agency:
David Hodgins, Managing Director.
Pursuant to rule 92(2)(e), the committee met in camera to consider its draft agenda.
It was agreed that one staff person from each member's office be permitted to remain in the room for the in camera portions of the meeting.
It was moved that all meetings of the Subcommittee on Agenda and Procedure be minuted and that the members meet in person as much as is possible.
After debate, the motion was negatived.
It was agreed that the prior agreement of the three members of the Subcommittee on Agenda and Procedure, made on December 14, 2007, regarding a trip to Washington, be minuted, and that the clerk of the committee be authorized to certify as payable the account for expenses incurred by the chair and an analyst for this trip that occurred on January 23-25, 2008, and that the cost be applied to the ``Promotion of Reports'' line item.
At 4:50 p.m., the committee suspended.
At 4:55 p.m., the committee resumed in public in room 705, Victoria Building.
The chair made opening remarks.
Mr. Hope and Mr. Hodgins each made an opening statement and answered questions.
At 6:27 p.m., the committee suspended.
At 6:33 p.m., the committee resumed in camera, in room 505, Victoria Building.
At 6:48 p.m., the committee adjourned to the call of the chair.

Members of the committee present: The Honourable Senators Banks, Day, Kenny, Moore, Nolin, Segal, Tkachuk and Zimmer (8).

In attendance: Gaëtane Lemay, Co-clerk of the Committee, Committees Directorate; Melissa Radford, Maureen Shields and Jason Yung, Analysts, Parliamentary Information and Research Services, Library of Parliament; Barry Denofsky, National Security Advisor; Major-General (ret'd) Keith McDonald, Senior Military Advisor; Captain (N) John Gardam, DND Liaison Officer.

Pursuant to rule 92(2)(e), the committee met in camera to consider its draft agenda.
It was agreed that one staff person from each member's office be permitted to remain in the room for the in camera portions of the meeting.
It was agreed that the chair seek the approval of the Standing Senate Committee on Internal Economy, Budgets and Administration to transfer funds from the Promotion of Reports activity and the Conferences activity, if there are insufficient funds in the Afghanistan trip activity in order to cover any additional expenses incurred for the rental of helicopters.
It was agreed that the committee meet on Monday March 3, 2008 and, subject to the approval of the Subcommittee on Agenda and Procedure, that the committee invite witnesses pursuant to the committee's examination of emergency preparedness in Canada.
It was agreed to circulate the speaking notes of Mr. Giuliano Zaccardelli to committee members even though they were submitted in one language only.
At 4:29 p.m., the committee suspended.
At 4:34 p.m., the committee resumed in public in room 2, Victoria Building.
The chair made opening remarks.
Mr. Zaccardelli made a statement and answered questions.
At 6:08 p.m., the committee suspended.
At 6:20 p.m., the committee resumed.
Mr. Boyd and Mr. Fantino each made a statement and answered questions.
It was agreed to file the following material as an exhibit with the clerk of the committee:
