The Standing Senate Committee on Fisheries and Oceans met this day at 6:18 p.m., in room 9, Victoria Building, the chair, the Honourable Bill Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Adams, Comeau, Cowan, Robichaud, P.C., Rompkey, P.C. and Watt (6).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans.

WITNESSES:

Fisheries and Oceans Canada:

George Da Pont, Commissioner, Canadian Coast Guard;

Charles Gadula, Acting Deputy Commissioner, Canadian Coast Guard;

Gary Sidock, Director General, Fleet Directorate.

The chair made a statement.

Mr. Da Pont made a statement and, together with the other witnesses, answered questions.

At 7:48 p.m., the committee proceeded to consider the following special study budget application for their study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans, for the fiscal year ending March 31, 2008:

Professional and Other Services    $ 5,500
All Other Expenditures    $ 2,000
TOTAL    $ 7,500

It was agreed that the special study budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

At 7:50 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Fisheries and Oceans met this day at 6:21 p.m., in room 2, Victoria Building, the deputy chair, the Honourable Ethel Cochrane, presiding.

Members of the committee present: The Honourable Senators Adams, Cochrane, Comeau, Cowan and Hubley (5).

Other senator present: The Honourable Senator Baker, P.C. (1).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans.

WITNESSES:

Foreign Affairs and International Trade Canada:

Alan H. Kessel, Legal Adviser;

John Hannaford, Deputy Legal Adviser and Director General, Legal Affairs Bureau;

Wendell Sanford, Director, Oceans and Environmental Law Division.

The deputy chair made a statement.

Mr. Kessel made a statement and, together with Mr. Hannaford, answered questions.

At 7:35 p.m., Mr. Sanford was invited to join the other witnesses at the table and proceeded to answer questions.

At 7:47 p.m., the committee adjourned to the call of the chair.
