The Standing Senate Committee on Foreign Affairs and International Trade met this day in room 160-S, Centre Block, at 4:04 p.m., the chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Corbin, Dawson, De Bané, P.C., Di Nino, Grafstein, Johnson, Nolin and Smith, P.C. (8).

Other senator present: The Honorable Senator Dallaire (1).

In attendance: Peter Berg, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 22, 2007, the committee continued to examine such issues as may arise from time to time relating to foreign relations generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

As an individual:

Wendy Dobson, Professor and Director, Institute for International Business, Rotman School of Management, University of Toronto (by videoconference).

Conference Board of Canada:

Brenda Lafleur, Program Director, Forecasting and Analysis;

Sheila Rao, Senior Research Associate, Forecasting and Analysis.

The chair made a statement.

Ms. Dobson and Ms. Rao each made a presentation and, with Ms. Lafleur, answered questions.

At 5:50 p.m., the committee suspended.

At 5:51 p.m., pursuant to rule 92(2)(e), the committee proceed in camera to consider a draft agenda.

It was agreed that the chair give notice to the Senate that he will move that the report entitled Overcoming 40 Years of Failure: A New Road Map for Sub-Saharan Africa, from the first session of the Thirty-ninth Parliament, be place on Orders of the day for consideration.

It was agreed that the chair seek authority from the Senate to have the papers and evidence received and taken on Bill C-293, during the first session of the Thirty-ninth Parliament, referred to the committee.

At 5:57 p.m., the committee adjourned to the call of the chair.
