The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4 p.m., in room 160-S, Centre Block, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Carstairs, P.C., Fox, P.C., Fraser, Joyal, P.C., Le Breton, P.C., Merchant, Milne, Oliver, Stratton and Watt (12).

Other senators present: The Honourable Senators McCoy and Smith, P.C. (2).

In attendance: Sebastian Spano and Robin MacKay, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2007, the committee began its consideration of Bill C-2, An Act to amend the Criminal Code and to make consequential amendments to other Acts.

APPEARING

The Honourable Robert Douglas Nicholson, P.C., M.P., Minister of Justice and Attorney General of Canada.

Mr. Nicholson made an opening statement and, together with the other witnesses, answered questions.

The Honourable Senator Milne moved:

That any votes on any motions dealing with the final disposition in committee of Bill C-2 be held no earlier than the completion of hearing all scheduled witnesses.

The question being put on the motion, it was adopted.

At 7:06 p.m., the committee adjourned to the call of the chair.
