The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:03 a.m., in room 160-S, Centre Block, the chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Campbell, Cowan, De Bané, P.C., Di Nino, Fraser, Milne, Oliver, Stratton, Tardif and Watt (12).

In attendance: Robin MacKay, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2007, the committee continued its consideration of Bill C-2. (For complete text of the order of reference, see proceedings of the committee, Issue No. 6)

WITNESSES:

Canadian Resource Centre for Victims of Crime:

Heidi Illingworth, Executive Director.

Canadian Centre for Abuse Awareness:

John Muise, Director of Public Safety.

As an individual:

Anthony Doob, Professor, University of Toronto.

Ms. Illingworth and Mr. Muise each made opening statements and, together, answered questions.

At 11:27 a.m., the committee suspended.

At 11:35 a.m., the committee resumed.

Mr. Doob made an opening statement and answered questions.

At 1:00 p.m., the committee adjourned to the call of the chair.

Canadian Centre on Substance Abuse:

Doug Beirness, Manager of Research and Policy.

British Columbia Civil Liberties Association:

Kirk Tousaw, Chair, Drug Policy Committee.

Mr. Mackenzie, Ms. Scanlan and Mr. Frizell each made opening statements and, together, answered questions.

At 3:53 p.m., the committee suspended.

At 4:04 p.m., the committee resumed.

Mr. Ben Amar, Mr. Beirness and Mr. Tousaw each made opening statements and, together, answered questions.

At 6:00 p.m., the committee adjourned to the call of the chair.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-2.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

With leave, it was agreed that clauses 2 to 64 carry.
