The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:47 a.m., in room 2 Victoria Building, the Chair, the Honourable Art Eggleton, P.C. presiding.

Members of the committee present: The Honourable Senators Brown, Callbeck, Cook, Cordy, Eggleton, P.C., Fairbairn, P.C., Keon, Munson, and Trenholme Counsell (9).

In attendance: Brian O'Neal and Havi Echenberg, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference on population health adopted by the Senate on Tuesday, November 20, 2007 and the order of reference on cities adopted by the Senate on Tuesday, November 20, 2007, the committee continued its examination of poverty, housing and homelessness.

WITNESSES:

Phoenix Youth Programs:

Tim Crooks, Executive Director.

Canadian Population Health Initiative:

Elizabeth Votta, PhD, Program Lead Reports and Analysis.

Saul Sair Health Centre:

Rebekah Peters, Health Clinic Director.

As an individual:

Deborah Kraus, Housing Policy and Research Consultant.

Mr. Crooks, Ms Votta, Ms Peters and Ms Kraus each made a statement, and responded to questions.

At 12:00 noon, Senator Keon assumed the chair.

At 1:07 p.m., it was agreed that the committee adjourn to the call of the chair.

The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:10 p.m., in room 2, Victoria Building.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cook, Cordy, Fairbairn, P.C., Munson, Pepin and Trenholme Counsell (8).

In attendance: Odette Madore and Michael Toye, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The clerk informed the committee of the unavoidable absence of the chair and the deputy chair, and presided over the election of an acting chair.

The Honourable Senator Munson moved that the Honourable Senator Pépin be the acting chair of the committee.

The question being put on the motion, it was adopted.

The Honourable Senator Pépin took the chair.

Pursuant to the order of reference on child care adopted by the Senate on Tuesday, November 20, 2007, and pursuant to the order of reference on science and technology adopted by the Senate on Thursday, November 29, 2007, the committee considered special study budget applications and also considered a legislative budget application. The Honourable Senator Fairbairn, P.C. moved:

That the following special study budget application (child care) be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration;

Professional and Other Services $ 27,400
Transportation and Communications $ 0
All Other Services $   1,000
Total $ 28,400

That the following special study budget application (science and technology) be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration; and

Professional and Other Services $ 2,000
Transportation and Communications $ 0
All Other Services $ 1,000
Total $ 3,000

That the following legislative budget application be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration.

Professional and Other Services $ 6,000
Transportation and Communications $ 0
All Other Services $ 1,000
Total $ 7,000

The question being put on the motion, it was adopted.

At 4:15 p.m., it was agreed that the committee adjourn to the call of the chair.
