The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:45 a.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C. presiding.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cook, Cordy, Eggleton, P.C., Fairbairn, P.C., Keon, Munson and Trenholme Counsell (9).

In attendance: Brian O'Neal and Havi Echinberg, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the committee began its examination of the state of early learning and child care in Canada.

WITNESSES:

Founder's Network:

Dr. Fraser Mustard, Founder, Council for Early Child Development.

Council for Early Child Development:

The Honorable Margaret Norrie McCain, Co-Chair, The Early Years Study.

Dr. Mustard and Ms McCain each made a statement and responded to questions.

At 12:30 p.m., the Honourable Senator Keon assumed the chair.

At 12:52 p.m., pursuant to rule 92(2)(f), the committee continued in camera to consider a draft report.

It was moved that:

The committee adopt the draft report entitled Maternal Health and Early Childhood Development in Cuba prepared by the Subcommittee on Population Health and that this report be tabled in the Senate.

The question being put on the motion, it was adopted.

It was moved that:

The committee adopt the draft report entitled Population Health Policy: International Perspectives prepared by the Subcommittee on Population Health and that this report be tabled in the Senate.

The question being put on the motion, it was adopted.

At 12:54 p.m., it was agreed that the committee adjourn to the call of the chair.

Ms Lankin, Ms Yalnizyan, Mr. Battle and Ms Browne each made a statement and responded to questions.

At 1:05 p.m., it was agreed that the committee adjourn to the call of the chair.

At 12:48 the committee suspended.

At 12:50 p.m., pursuant to rule 92(2)(e), the committee continued in camera to consider a draft agenda.

At 1:05 p.m., it was agreed that the committee adjourn to the call of the chair.

It was moved that:

The committee adopt the draft report entitled ``Population Health Policy: Issues and Options'' prepared by the Subcommittee on Population Health and that this report be tabled in the Senate.

The question being put on the motion, it was adopted.
