The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:45 a.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Brown, Callbeck, Cochrane, Cordy, Eggleton, P.C., Fairbairn, P.C., Keon, Milne, Munson, Pépin and Trenholme Counsell (11).

Other senator present: The Honourable Senator Gustafson (1).

In attendance: Brian O'Neal and Penny Becklumb, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference on Social Affairs, Science and Technology adopted by the Senate on Tuesday, March 4, 2008, the committee began its examination of Bill C-37, An Act to amend the Citizenship Act.

APPEARING:

Minister Finley made a statement and, along with Ms. Mosher and Mr. Davidson, responded to questions.

Ms. Dench and Mr. Galloway each made a statement and responded to questions.

Mr. Chapman, Ms. Jarratt and Mr. Janzen each made a statement and responded to questions.

The Honourable Senator Cordy moved:

That the committee proceed to clause-by-clause examination of Bill C-37, An Act to amend the Citizenship Act.

The question being put on the motion, it was adopted.

It was agreed that the title stand postponed.

It was agreed that clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that clause 8 carry.

It was agreed that clause 9 carry.

The Honourable Senator Milne moved:

That the steering committee be authorized to draft observations to be appended to Bill C-37.

The question being put on the motion, it was adopted.

It was agreed that the chair report the bill, with appended observations, to the Senate.

Pursuant to the order of reference on cities adopted by the Senate on Tuesday, November 20, 2007, the committee considered a budget.

The Honourable Senator Pépin moved:

That the following special study budget application (cities) be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration.

Professional and Other Services    $ 85,610
Transportation and Communications    $ 227,290
All Other Services    $ 14,100
Total    $ 327,000

The question being put on the motion, it was adopted.

Pursuant to the order of reference on population health adopted by the Senate on Tuesday, November 20, 2007, the committee considered a budget.

The Honourable Senator Keon moved:

That the following special study budget application (population health) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Professional and Other Services    $ 69,510
Transportation and Communications    $ 215,811
All Other Services    $ 5,800
Total    $ 291,121

The question being put on the motion, it was adopted.

Pursuant to the order of reference on early learning and child care adopted by the Senate on Tuesday, November 20, 2007, the committee considered a budget.

The Honourable Senator Pépin moved:

That the following special study budget application (early learning and child care) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Transportation and Communications    $ 0
All Other Services    $ 200
Total    $ 13,500

The question being put on the motion, it was adopted.

The Honourable Senator Keon moved:

That the following budget application (legislation) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Transportation and Communications    $ 0
All Other Services    $ 0
Total    $ 4,000

The question being put on the motion, it was adopted.

Pursuant to the order of reference adopted by the Senate on Thursday, November 29, 2007, the committee continued to examine issues relating to the federal government's new Science and Technology (S&T) Strategy. (For complete text of order of reference, see proceedings of the committee, Issue No. 2.)

Pursuant to rule 92(2)(f), the committee considered a draft interim report.

It was agreed that the committee adopt the draft report subject to minor editorial changes by the steering committee and that it be tabled in the Senate.

At 11:25 a.m., it was agreed that the committee adjourn to the call of the chair.

The committee adopt the report entitled Poverty, Housing and Homelessness: Issues & Options prepared by the Subcommittee on Cities and that this report be tabled in the Senate.
