The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, at 12:07 p.m., in room 172-E, East Block, the chair, the Honourable Michael A. Meighen, presiding.

Members of the subcommittee present: The Honourable Senators Banks, Day, Downe, Meighen and Nancy Ruth (5).

Other senator present: The Honourable Senator Dallaire (1).

In attendance: James S. Cox, Analyst, Parliamentary Information and Research Services, Library of Parliament; Major-General (ret) Keith McDonald, Senior Military Advisor; Captain (N) John Gardam, Military Liaison Officer

Also in attendance: The official reporters of the Senate.

Pursuant to rule 92(2)(e), the subcommittee commenced in camera to consider a draft agenda.

It was agreed that senators' staff be authorized to remain in the room during the in camera portion of this meeting.

At 12:43 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007 and delegated on Monday, November 26, 2007 by the Standing Senate Committee on National Security and Defence, the subcommittee continued in public, to continue its study on the services and benefits provided to veterans in recognition of their services to Canada. WITNESSES:

Merchant Navy Commemorative Theme Project:

Stéphane Ouellette, Executive Director;

Colonel (ret'd) John Gardam, Honourary Member of the Board of Advisors.

The chair made opening remarks.

Mr. Ouellette made a statement and, together with Colonel Gardam, answered questions.

At 1:25 p.m., the subcommittee adjourned to the call of the chair.

Bruce Ferguson, National President;

Jean-Luc Dutil, Executive Vice-President.

The chair made opening remarks.

Mr. Ferguson made a statement and, together with Mr. Dutil, answered questions.

At 1:23 p.m., the committee proceeded to discuss matters related to subcommittee business.

The subcommittee considered the following draft budget application for its study on benefits provided to veterans in recognition of their services to Canada, for the fiscal year ending March 31, 2009.

Professional and Other Services    $ 18,700
Transportation and Communications    $ 16,334
All Other Expenditures    $ 10,500
Total    $ 45,534

The Honourable Senator Nancy Ruth moved:

That the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets and Administration, subject to the addition of one night's accommodation and ground transportation in Washington, D.C., and that the chair be authorized to approve the final amount.

The question being put on the motion, it was adopted.

At 1:30 p.m., the subcommittee adjourned to the call of the chair.
