The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, at 12:10 p.m., in room 160-S, Centre Block, the chair, the Honourable Michael A. Meighen, presiding.
Members of the subcommittee present: The Honourable Senators Dallaire, Downe, Meighen and Nancy Ruth (4).
In attendance: Gaƫtane Lemay, Co-clerk of the Committee, Committees Directorate; Maureen Shields, Analyst, Parliamentary Information and Research Services, Library of Parliament; Major-General (retired) Keith McDonald.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 26, 2008 and delegated to the subcommittee on Monday, March 3, 2008 by the Standing Senate Committee on National Security and Defence, the subcommittee began its consideration of Bill C-287, An Act respecting a National Peacekeepers' Day.

The chair made opening remarks.
Mr. St. Denis, Colonel (Ret'd) Gardam, Mr. Griffis and the Honourable Senator Eggleton each made a statement and answered questions.
It was agreed that the following material be filed as exhibits with the clerk of the committee:
- Letter from Mr. John M. (Jack) Simpson to Mr. Brent St. Denis, dated May 8, 2008 (Exhibit 5900-2.39/V1-C-287-8, 6, "1'').
- Roll of Honour listing Canadians who have lost their lives in the cause of peace (Exhibit 5900-2.39/V1-C-287-8, 6, "2'').
At 1:01 p.m., it was agreed that the subcommittee proceed to clause-by-clause consideration of Bill C-287, An Act respecting a National Peacekeepers' Day.
It was agreed that the title stand postponed.
It was agreed that the preamble stand postponed.
It was agreed that clause 1 (short title) stand postponed.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that clause 1 (short title) carry.
It was agreed that the preamble carry.
It was agreed that the title carry.
It was agreed that this Bill be adopted without amendment.
It was agreed that the committee discuss appending observations to the report.
It was agreed that the chair and deputy chair, or his representative, approve the final version of the observations being appended to the report, taking into consideration today's discussion and with any necessary editorial, grammatical or translation changes required.
It was agreed that this bill be reported, without amendment but with observations, to the Standing Senate Committee on National Security and Defence, at the earliest opportunity.
At 1:10 p.m., the subcommittee adjourned to the call of the chair.
