The Standing Senate Committee on Aboriginal Peoples met this day at 9:20 a.m., in the Columbia Room of the Delta Grand Okanagan Resort and Conference Centre, the Honourable Gerry St. Germain, P.C., Chair, presiding.

Members of the committee present: The Honourable Senators Campbell, Raine, and St. Germain, P.C. (3).

In attendance: Tonina Simeone, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 25, 2009, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and of other matters generally relating to the Aboriginal Peoples of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Upper Nicola Indian Band:

Tim Manuel, Chief.

Spallumcheen First Nation:

Wayne Christian, Chief.

As an individual:

Joanne Teegee, Saik'uz First Nation.

The chair made opening remarks.

Chief Manuel made a statement and responded to questions.

At 10:13 a.m., the committee suspended.

At 10:16 a.m., the committee resumed.

Chief Christian made a statement and responded to questions.

At 11:08 a.m., the committee suspended.

At 11:24 a.m., the committee resumed.

Ms. Teegee made a statement and responded to questions.

At 11:43 a.m. it was agreed that the committee adjourn to the call of the chair.

At 2:15 p.m., the committee suspended.

At 3:33 p.m., the committee resumed.

The Honourable Senator Dyck moved:

That the Honourable Senator Campbell be acting chair for the meeting on Friday, October 2, 2009.

The question being put on the motion, it was adopted.

Ms. George made a statement and responded to questions.

At 3:57 p.m., the committee suspended.

At 4:29 the committee resumed.

At 4:30 p.m., it was agreed that the committee adjourn to the call of the chair.
