The Standing Senate Committee on Aboriginal Peoples met this day at 9:32 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Dyck, Hubley, Patterson, Peterson, Raine, St. Germain, P.C., and Stewart Olsen (8).

In attendance: Tonina Simeone and Marion Ménard, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 25, 2009, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and of other matters generally relating to the Aboriginal Peoples of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Gitxsan Hereditary Chiefs:

Elmer Derrick, Chief Negotiator.

Gitxsan Treaty Society:

Gordon Sebastian, Executive Director and Negotiator;

Bev Clifton Percival, Negotiator;

Gordon Gibson, Adviser;

Tex Enemark, Adviser.

The chair made opening remarks.

Mr. Derrick, Ms. Clifton Percival, and Mr. Gibson each made a statement and responded to questions.

At 11:05 a.m., the committee suspended.

At 11:10 a.m., the committee resumed in camera, and, in accordance with rule 92(2)(e), considered a draft agenda.

It was moved that senators' staff be permitted to remain in the room.

The question being put on the motion, it was adopted.

At 11:30 a.m., it was agreed that the committee adjourn to the call of the chair.

Ms. Lavallée made a statement and responded to questions.

At 7:20 p.m., the committee suspended.

At 7:27 p.m., the committee resumed in camera and, in accordance with rule 92(2)(e), considered a draft agenda.

It was moved that senators' staff be permitted to remain in the room.

The question being put on the motion, it was adopted.

It was moved that the committee's proposed trip to New Brunswick, as part of its study on elections under the Indian Act, not take place.

The question being put on the motion, it was adopted.

It was moved that the clerk of the committee inform the Finance Directorate of the Senate that the funds allocated to the committee for the New Brunswick trip may be clawed back.

The question being put on the motion, it was adopted.

At 7:58 p.m., it was agreed that the committee adjourn to the call of the chair.
