The Standing Senate Committee on National Security and Defence met this day at 1:04 p.m., in room 7, Victoria Building, the chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Banks, Day, Kenny, Manning, Meighen, Moore, Tkachuk, Wallin and Zimmer (9).
Other senators present: The Honourable Senators Atkins, Mitchell and Nolin (3).
In attendance: Allison Goody, Analyst, and Marcus Pistor, Acting Chief, Parliamentary Information and Research Service, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, March 5, 2009, the committee began its study on the national security policy of Canada.
WITNESSES:
National Defence:
Lieutenant-General A.B. Leslie, Chief of the Land Staff;
Lieutenant-General W. Angus Watt, Chief of the Air Staff;
Vice-Admiral Drew Robertson, Chief of the Maritime Staff.
Commodore L.M. Hickey, Director General, Maritime Personnel and Readiness.
Pursuant to rule 92(2)(e), the committee commenced in camera to consider its draft agenda.
It was agreed that senators' staff be permitted to remain in the room for the in camera portions of today's meeting.
At 1:27 p.m., the committee suspended its sitting.
At 1:39 p.m., the committee resumed its sitting, in public, in room 2, Victoria Building.
The chair made opening remarks.
Lieutenant-General Leslie made a statement and answered questions.
At 3:31 p.m., the committee suspended its sitting.
At 3:38 p.m., the committee resumed.
Lieutenant-General Watt made a statement and answered questions.
At 5:05 p.m., the committee suspended its sitting.
At 5:09 p.m., the committee resumed.
Vice-Admiral Robertson made a statement and together with Commodore Hickey, answered questions.
The Honourable Senator Tkachuk moved:
That the following document be filed as exhibits with the clerk of the committee:
Notes on the Responsibilities of Public Servants in Relation to Parliamentary Committees, Privy Council Office, December 1990 (5900-2.40/N2-SS-1-7, 2, ``1'').
The question being put on the motion, it was adopted.
At 7:02 p.m., the committee suspended its sitting.
At 7:05 p.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider its draft agenda.
At 7:27 p.m., the committee adjourned to the call of the chair.
