The Standing Senate Committee on National Security and Defence met this day at 12:08 p.m., in room 257, East Block, the chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Banks, Day, Kenny, Manning, Meighen, Moore, Wallin and Zimmer (8).

Other senators present: The Honourable Senators Downe and Mitchell (2).

In attendance: James S. Cox, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 5, 2009, the committee continued its study on the national security policy of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

The committee considered a draft agenda.

The Honourable Senator Zimmer moved:

That the order of reference regarding veterans affairs adopted by the Senate on April 29, 2009, be delegated to the Subcommittee on Veterans Affairs.

The question being put on the motion, it was adopted.

The Honourable Senator Banks moved:

That the chair of the committee be authorized to represent the committee when the budget application adopted on April 27, 2009, is considered by the Standing Committee on Internal Economy, Budgets, and Administration, or any subcommittee thereof.

After debate, the question being put on the motion, it was adopted.

At 12:14 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on National Security and Defence met this day at 3:05 p.m., in room 7, Victoria Building, the chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Banks, Day, Kenny, Manning, Meighen, Mitchell, Moore, Tkachuk and Wallin (9).

Other senator present: The Honourable Senator Nolin (1).

In attendance: Allison Goody and Martin Auger, Analysts, Parliamentary Information and Research Service, Library of Parliament, Superintendant Lindsey Brine, RCMP Liaison Officer, Sergeant Patrick Walsh, Ottawa Police Liaison Officer, and Major-General (ret) Keith McDonald and Barry Denofsky, as individuals.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 5, 2009, the committee continued its study on the national security policy of Canada (For complete text of the order of reference, see proceedings of the committee, Issue No. 2).

WITNESSES:

Royal Canadian Mounted Police:

William Sweeney, Senior Deputy Commissioner;

Keith Clark, Assistant Commissioner, Officer in Charge, Change Management Team;

David McAusland, Chair, Royal Canadian Mounted Police Reform Implementation Council.

Commission for Public Complaints Against the RCMP:

Paul Kennedy, Chair.

Pursuant to rule 92(2)(e), the committee commenced in camera to consider its draft agenda.

It was agreed that staff be permitted to remain in the room for the in camera portions of today's meeting.

Barry Denofsky briefed the committee.

At 3:29 p.m., the committee suspended.

At 3:34 p.m., the committee resumed its sitting, in public, in room 2, Victoria Building.

The chair made opening remarks.

Mr. Sweeney and Mr. Clark made statements and answered questions.

At 5:22 p.m., the committee suspended.

At 5:30 p.m., the committee resumed.

Mr. McAusland and Mr. Kennedy made statements and answered questions.

At 7:32 p.m., the committee suspended its sitting.

At 7:36 p.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider its draft agenda.

At 7:51 p.m., the committee adjourned to the call of the chair.
