The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:26 p.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Brown, Lang, McCoy, Merchant, Mitchell, Neufeld, Peterson, Rompkey, P.C. and Seidman (10).

In attendance: Marc Leblanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, June 4, 2009, the committee continued its examination of the current state and future of Canada's energy sector (including alternative energy). (For complete text of the order of reference, see proceedings of the committee, Issue No. 10)

WITNESSES:

University of Calgary:

David Layzell, Executive Director, Institute for Sustainable Energy, Environment and Economy.

Balsillie School of International Affairs:

Thomas Homer-Dixon, Professor, Centre for International Governance Innovation, Chair of Global Systems.

At 7:48 p.m., the committee suspended.

At 7:49 p.m., the committee resumed.

It was agreed that the following special study supplementary budget application (energy sector) for the fiscal year ending March 31, 2010, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services    $ 625
Transportation and Communications    $ 17 100
All Other Expenditures    $ 16 300
TOTAL    $ 34 025

At 7:53 p.m., the committee adjourned to the call of the chair.
