The Standing Senate Committee on Fisheries and Oceans met this day at 6 p.m., in room 9, Victoria Building, tthe Chair, the Honourable Bill Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Comeau, Cook, Hubley, Johnson, MacDonald, Raine, Robichaud, P.C., Rompkey, P.C., and Watt (9).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2009, the committee continued to examine the issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Sheila Fraser, Auditor General of Canada;

Neil Maxwell, Assistant Auditor General;

Scott Vaughan, Commissioner of the Environment and Sustainable Development;

Kevin Potter, Principal.

Ms. Fraser made a statement and, together with Messrs. Maxwell, Vaughan and Potter, answered questions.

At 7:24 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Fisheries and Oceans met in camera this day at 10:37 a.m., in room 160-S, Centre Block, the Chair, the Honourable Bill Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Adams, Cook, Hubley, Johnson, Raine, Robichaud, P.C., Rompkey, P.C., and Stratton (8).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2009, the committee continued to examine the issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Pursuant to rule 92(2)(f), the committee considered draft reports.

It was agreed that the committee's adoption of a report on the Canadian Coast Guard and Nunavut's Marine Fisheries, which occurred on March 31, 2009, be rescinded.

It was agreed that the draft report entitled Rising to the Arctic Challenge: Report on the Canadian Coast Guard be adopted and that the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report taking into account the changes discussed today.

It was agreed that the draft report entitled Nunavut Marine Fisheries: Quotas and Harbours be adopted and that the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report taking into account the changes discussed today.

The committee proceeded to consider a draft budget proposal.

It was agreed that the following special study budget application (issues relating to the federal government's current and evolving policy framework) for the fiscal year ending March 31, 2010 in the amount of $ 651,325 be adopted and submitted to the Standing Committee on Internal Economy, Budget and Administration.
