The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 5:50 p.m., in room 160- S, Centre Block, the chair, the Honourable Consiglio Di Nino, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Dawson, De Bané, P.C., Di Nino, Fortin-Duplessis, Grafstein, Mahovlich and Wallin (8).
In attendance: Natalie Mychajlyszyn and Jennifer Paul, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 24, 2009, the committee proceeded to examine such issues as may arise from time to time relating to foreign relations generally.

Her Excellency Edda Mukabagwiza, Ambassador of Rwanda;
His Excellency Honoré Théodore Ahimakin, Ambassador of Benin;

His Execellency André William Anguile, Ambassador of Gabon;
His Excellency Shamel Elsayed Nasser, Ambassador of Egypt;
Dala F. Peng, Assistant to the Chargé d'Affaires, Democratic Republic of Congo.
The chair made an opening statement.
Her Excellency Juliette Bonkoungou made a statement and, with her colleagues, answered questions.
The committee considered the following legislative budget application for the fiscal year ending March 31, 2010:

The Honourable Senator Wallin moved:
That the budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
The question being put on the motion, it was adopted.
The committee considered the following special study budget application (foreign relations and international trade in general) for the fiscal year ending March 31, 2010:

Transportation and Communications | $ 5,600 |
All Other Expenditures | $ 1,400 |
TOTAL | $10,000 |
The Honourable Senator Andreychuk moved:
That the budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
