The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 4:12 p.m., in room 160- S, Centre Block, the chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, De Bané, P.C., Di Nino, Fortin- Duplessis, Grafstein, Stollery and Wallin (8).

Other senators presents: The Honourable Senators Dickson, Oliver, Prud'homme, P.C. and Stratton (4).

In attendance: Natalie Mychajlyszyn, Jennifer Paul and Brian Hermon, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 24, 2009, the committee continued its study on the rise of China, India and Russia in the global economy and the implications for Canadian policy. (For complete text of order of reference, see proceedings of the committee, Issue No. 3)

WITNESSES:

Embassy of the People's Republic of China to Canada:

His Excellency Lan Lijun, Ambassador;

Shan Jiang, Minister-Counsellor (Commerce);

Wenze You, Counsellor.

The chair made an opening statement.

His Excellency Mr. Lijun made a statement and, with the assistance of Mr. Jiang and Mr. You, answered questions.

At 5:33 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 24, 2009, the committee continued its study on the rise of China, India and Russia in the global economy and the implications for Canadian policy. David M. Malone, President.

Centre for International Governance Innovation:

John M. Curtis, Distinguished Fellow.

Senator Downe raised a question concerning his request for information from Mr. Eric Siegel, President and Chief Executive Officer, Export Development Canada on EDC's policy in financing companies that do business in Burma.

Mr. Malone and Mr. Curtis made statements and answered questions.

At 7:07 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Foreign Affairs and International Trade met in camera this day, at 4:08 p.m., in room 160-S, Centre Block, the chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, Dawson, Di Nino, Downe, Fortin-Duplessis, Grafstein, Mahovlich, Stollery, Wallin and Zimmer (11).

In attendance: Natalie Mychajlyszyn and Jennifer Paul, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 24, 2009, the committee continued its consideration of the 2008 Legislative Review of Export Development Canada, tabled in the Senate on Tuesday, February 10, 2009. (For complete text of order of reference, see proceedings of the committee, Issue No. 2)

Pursuant to rule 92(2)(f), the committee commenced in camera to consider a draft report.

It was agreed that senators staff be permitted to remain in the room.

At 5:56 p.m., the committee continued its meeting in public.

The committee considered the following special study budget application (Russia, China and India) for the fiscal year ending March 31, 2010:

Transportation and Communications    608,120
All Other Expenditures    20,980
TOTAL    $ 660,000

The Honourable Senator Grafstein moved:

That the budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

At 6:02 p.m., the committee adjourned to the call of the chair.
