The Standing Senate Committee on Foreign Affairs and International Trade met this day at 5:30 p.m., in room 160- S, Centre Block, the chair, the Honourable Consiglio Di Nino, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Dawson, Di Nino, Grafstein, Mahovlich, Nolin, Smith, P.C., Stewart Olsen and Wallin (9).

In attendance: Natalie Mychajlyszyn and Jennifer Paul, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 24, 2009, the committee continued its examination on the rise of China, India and Russia in the global economy and the implications for Canadian policy. (For complete text of order of reference, see proceedings of the committee, Issue No. 3.)

WITNESSES:

Foreign Affairs and International Trade Canada:

Robert Hage, Director General, Europe;

Leigh Sarty, Director, Europe and Central Asia Relations;

James Hill, Director, Europe and Central Asia Commercial Relations.

Institute for Democracy and Cooperation:

Andranik Migranyan, Director.

Mr. Hage made a statement and, with Mssrs. Sarty and Hill, answered questions.

At 6:48 p.m., the committee suspended.

At 6:50 p.m., the committee resumed.

Mr. Migranyan made a statement and answered questions.

At 7:30 p.m., pursuant to rule 92(2)(e), the committee continued in camera to consider a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room.

It was agreed that, in relation to the Standing Senate Committee on Foreign Affairs and International Trade's special study on the rise of Russia, India and China in the global economy and the implications for Canadian policy, the clerk of the committee be authorized to purchase a selection of gifts from the International and Interparliamentary Affairs Directorate and elsewhere, as required by customs and protocol for the committee's fact-finding missions to Russia and China.

At 7:35 p.m., the committee adjourned to the call of the chair.
