The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room 257, East Block, the chair, the Honourable Joan Fraser, presiding.
Members of the committee present: The Honourable Senators Angus, Baker, P.C., Fraser, Joyal, P.C., Milne, Nolin and Wallace (7).
In attendance: Jennifer Bird and Robert Dufresne, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 24, 2009, the committee continued its consideration of the provisions and operation of An Act to amend the National Defence Act (court martial) and to make a consequential amendment to another Act (S.C. 2008, c. 29). WITNESSES:

Colonel B.B. Cathcart, C.D., Deputy Judge Advocate General/Military Justice and Administrative Law;
Lieutenant-Colonel Jill Wry, Director of Law/Military Justice and Policy Research.
The chair made an opening statement.
Col. Cathcart made a statement and, together with Lt.-Col. Wry, answered questions.
At 6:16 p.m., the committee suspended.
At 6:17 p.m., the committee resumed.
After debate, it was agreed that documents submitted in only one language by witnesses, other than federal government officials, will be distributed to members when received and the translation will be distributed as soon as it is available.

That the following legislative budget application for the fiscal year ending March 31, 2009, in the amount of $ 5,000, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

That the following special study budget application (statutory review of An Act to amend the National Defence Act (court martial)) for the fiscal year ending March 31, 2009, in the amount of $ 3,100, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
