The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 9:33 a.m., in room 356-S, Centre Block, the chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Brown, Corbin, Duffy, Fraser, Furey, Joyal, P.C., Keon, Losier-Cool, MacDonald, McCoy, Oliver, Robichaud, P.C., Smith, P.C. and Tardif (15).

In attendance: Michel Bédard and Jean-Rodrigue Paré, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 21, 2009, the committee began its examination of the matter of the Government's erroneous statement concerning the proceedings of the Senate, as appeared on its website "actionplan.gc.ca."

WITNESS:

Privy Council Office:

Laurent Marcoux, Acting Director General of Operations, Communications and Consultations.

Mr. Marcoux made a presentation and answered questions.

It was agreed that the matter be deferred to the Subcommittee on Agenda and Procedure.

At 10:52, pursuant to rule 86(1)(f)(i), the committee continued its consideration of the printing of an updated version of the Rules of the Senate.

WITNESS:

Senate of Canada:

Charles Robert, Principal Clerk, Chamber Operations and Procedure Office.

Mr. Robert made a presentation and answered questions.

It was agreed that Senators Oliver, Smith, P.C., Robichaud, P.C., Nolin, Fraser and McCoy be part of a working group, and that they bring back to the full committee a draft that reflects the needs of the whole committee.

At 11:09 a.m., the committee adjourned to the call of the chair.
