The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:45 a.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Callbeck, Champagne, P.C., Cook, Cordy, Dyck, Eaton, Eggleton, P.C., Fairbairn, P.C., Raine and Pépin (10).

Others senators present: The Honourable Senators Grafstein, Mercer and Munson (3).

In attendance: Robin Wisener, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 5, 2009, the committee began its study on Bill S-217, An Act respecting a National Philanthropy Day.

WITNESS:

Senate of Canada:

The Honourable Senator Jerahmiel S. Grafstein, sponsor of the bill.

The chair made a statement.

The Honourable Senator Grafstein made a presentation and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-217, An Act respecting a National Philanthropy Day.

It was agreed that the title stand postponed.

It was agreed that preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

The chair asked whether clause 2 shall carry.

The Honourable Senator Champagne, P.C., moved that Bill S-217 be amended in clause 2, on page 1, by replacing lines 24 to 26 with the following:

"The Minister of Canadians Heritage and Official Languages shall make a declaration that the 15th day of November in each and every year be recognized throughout Canada as "National Philanthropy Day''.''.

After debate, it was agreed that the motion in amendment be negatived.

It was agreed that clause 2 carry.

It was agreed, on division, that new clause 3 be added, by inserting, after line 26, the following:

"3. The Minister of Canadians Heritage and Official Languages shall make a declaration that the 15th day of November in each and every year be recognized throughout Canada as "National Philanthropy Day''.''.

It was agreed that clause 1 carry, which contains the short title carry.

The chair asked whether preamble shall carry.

It was moved by the Honourable Senator Champagne, P.C., that Bill S-217 be amended in the preamble,

(a) Add after line 14 the following:

"Whereas through the dedicated work of caring individuals and organizations, November 15th has come to be known throughout Canada as National Philanthropy Day;'' and

(b) Replace lines 17 and 18 with the following:

"giving by recognizing National Philanthropy Day;'' and

After debate, the question being put on the motion, it was adopted.

It was agreed that the preamble, as amended, carry.

It was agreed that the title carry.

It was agreed that the bill, as amended, carry.

It was agreed that the chair report the bill, as amended to the Senate.

At 11:36 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee began its study on Bill S-210, An Act respecting World Autism Awareness Day.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-210, An Act respecting World Autism Awareness Day.

It was agreed that the title stand postponed.

It was agreed that preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

The Honourable Senator Munson made a closing statement.

At 12:29 p.m., it was agreed that the committee adjourn to the call of the chair.
