The Standing Senate Committee on Aboriginal Peoples met this day at 9:30 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Fairbairn, P.C., Lovelace Nicholas, Peterson, Raine, St. Germain, P.C., and Stewart Olsen (7).

In attendance: Tonina Simeone and Shauna Troniak, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and other matters generally relating to the Aboriginal Peoples of Canada. WITNESSES:

University of Saskatchewan:

Sheila Carr-Stewart, Professor, Department Head and Graduate Chair, Department of Educational Administration, College of Education;

Marie Battiste, Professor and Director, Aboriginal Education Research Centre.

Ms Carr-Stewart and Ms Battiste each made a statement and answered questions.

At 11:07 a.m., it was agreed that the committee adjourn to the call of the chair.

The Standing Senate Committee on Aboriginal Peoples met this day at 6:47 p.m., in room 160-S, Centre Block, the chair, the Honourable Senator Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Campbell, Dallaire, Lovelace Nicholas, Raine and St. Germain, P.C. (6).

In attendance: Tonina Simeone and Shauna Troniak, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 2, 2010, the committee continued to examine the progress made on commitments endorsed by Parliamentarians of both Chambers since the Government's apology to former students of Indian Residential Schools. (For complete text of the order of reference, see proceedings of the committee, Issue No. 10.)

WITNESS:

Congress of Aboriginal Peoples:

Betty Ann Lavallée, National Chief.

Ms Lavallée made a statement and answered questions.

At 7:31 p.m., the committee suspended.

At 7:40 p.m., the committee resumed in camera.

In accordance with rule 92(2)(f), the committee considered a draft report.

It was moved that senators' staff be permitted to remain in the room.

The question being put on the motion, it was adopted.

It was agreed that the chair move a motion in the Senate Chamber to extend the deadline for filing its report on the order of reference regarding progress since the government's apology to former students of Indian Residential Schools from December 2, 2010 to December 31, 2010.

It was agreed that Indian and Northern Affairs Canada be invited to appear before the committee to offer a progress report on the issue of specific claims.

It was agreed that the following documents be circulated to all the committee members for discussion at the next meeting of the committee:

Resolution # 0910.07 of First Nations Summit regarding Indian and Northern Affairs Canada Education Information System.

Motion of First Nations Education Steering Committee of British Columbia on the proposed new Education Information System of Indian and Northern Affairs Canada.

Motion of First Nations Schools Association on the proposed new Education Information System of Indian and Northern Affairs Canada.

At 8:02 p.m., it was agreed that the committee adjourn to the call of the chair.
