The Standing Senate Committee on Aboriginal Peoples met this day, at 9:30 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.
Members of the committee present: The Honourable Senators Ataullahjan, Brazeau, Dallaire, Demers, Dyck, Fairbairn, P.C., Lovelace Nicholas, Munson, Poirier, Raine, St. Germain, P.C., Sibbeston and Stewart Olsen (13).
Other senator present: The Honourable Senator Kochhar (1).
In attendance: Danielle Lussier and Laura Barnett, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Ceri Au, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, December 14, 2010, the committee continued its consideration of Bill S-11, An Act respecting the safety of drinking water on first nation lands. (For complete text of the order of reference, see proceedings of the committee, Issue No. 17.)

The Honourable John Duncan, P.C., M.P., Minister of Indian Affairs and Northern Development, Federal Interlocutor for Métis and Non-Status Indians and Minister of the Canadian Northern Economic Development Agency.

Karl Carisse, Senior Director, Innovation and Major Policy Transformation, Regional Operations Sector.

Michel Roy, Assistant Deputy Minister, First Nations and Inuit Health Branch;
Ivy Chan, Director, Environmental Public Health Division.
Mr. Duncan made a statement and, together with Mr. Carisse, Ms. Mitchell, Mr. Salembier and Ms. Chan, answered questions.
Senator Dallaire moved that the Assembly of First Nations be again invited to appear before the committee prior to the committee proceeding to clause-by-clause on Bill S-11.
The question being put on the motion, it was adopted.
At 11:20 a.m., it was agreed that the committee adjourn to the call of the chair.

Mr. Atleo made a statement and, together with Mr. Leblanc, answered questions.
At 7:55 p.m., the committee suspended.
At 8 p.m., the committee resumed in camera.
In accordance with rule 92(2)(e), the committee considered a draft agenda.
It was moved:
That staff be permitted to remain.
The question being put on the motion, it was adopted.
At 8:10 p.m., it was agreed that the committee adjourn to the call of the chair.
