The Standing Senate Committee on Banking, Trade and Commerce met in camera, this day, at 4:15 p.m., in room 505, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Gerstein, Harb, Hervieux-Payette, P.C., Kochhar, Marshall, Massicotte, Meighen, Mockler, Moore and Oliver (11).

In attendance: John Bulmer, Analyst, Parliamentary Information and Research and June M. Dewetering, Chief, Macroeconomics, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 24, 2010, the committee continued its examination of the extent to which Canadians are saving in Tax-Free Savings Accounts and registered retirement savings plans. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that senators' staff be permitted to remain in the room with the condition that no Blackberrys be used.

The Honourable Senator Kochhar moved:

That only for discussions and decisions pertaining to Bill S-214 and S-216, the Subcommittee on Agenda and Procedure be composed of the deputy chair, Senator Gerstein and one other member of the committee, to be designated after the usual consultations.

The question being put on the motion, it was adopted.

DECLARATION OF PRIVATE INTERESTS

Pursuant to subsection 12(1) and (2) of the Conflict of Interest Code for Senators, a declaration of private interest was made as follows:

By written declaration, September 28, 2010, the Honourable Senator Meighen (Bills S-214 and S-216).

That the committee adopt the final report, as amended; that the Subcommittee on Agenda and Procedure approve the final version; and, that the chair table the final report in the Senate as soon as possible.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 5, 2010, the committee began its examination to undertake the 10-year statutory review of the Business Development Bank of Canada, as required by the Business Development Bank of Canada Act.

WITNESSES:

Jean-René Halde, President and Chief Executive Officer;

Brian Hayward, Board Member.

Mr. Halde and Mr. Hayward each made a statement and answered questions.

At 6:18 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 5, 2010, the committee continued its examination to undertake the 10-year statutory review of the Business Development Bank of Canada, as required by the Business Development Bank of Canada Act.

Ms. Fraser made a statement and, together with Ms. Cheng, Ms. de Martigny and Mr. Daly answered questions.

At 11:25 a.m., the committee suspended.

At 11:35 a.m., the committee resumed.

Mr. Laurin made a statement and answered questions.

At 12:25 p.m., pursuant to rule 92(2)(e), the committee proceeded in camera to consider a draft agenda.

At 12:31 p.m., the committee adjourned to the call of the chair.
