The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:20 p.m., in room 9, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Frum, Gerstein, Hervieux-Payette, P.C., Kochhar, Massicotte, Meighen, Moore, Mockler, Oliver, Pépin and Ringuette (12).

In attendance: John Bulmer and Adriane Yong, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 30, 2010, the committee continued its examination of Bill S-206, An Act to establish gender parity on the board of directors of certain corporations, financial institutions and parent Crown corporations. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

At 5:20 p.m., the committee suspended.

At 5:24 p.m., the committee resumed.

Ms. Pfeiffer, Ms. Vachon and Ms. Lacoste made statements and answered questions.

At 6:20 p.m., the committee adjourned to the call of the chair.

Ms. Cotte made a statement and answered questions.

At 11:42 a.m., the committee suspended.

At 11:47 a.m., the committee resumed.

It was moved by the Honourable Senator Frum that the committee do not proceed with clause by clause study of Bill-216 and that the committee go in camera to consider a draft report.

After debate,

The motion was adopted on the following vote:

YEAS — The Honourable Senators: Ataullajhan, Frum, Gerstein, Kochhar, Meighen, Mockler and Oliver (7)

NAYS — The Honourable Senators: Hervieux-Payette, Massicotte, Moore, Poy and Ringuette (5)

At 11:54 a.m., pursuant to rule 92(2)(e), the committee proceeded in camera to consider a draft report.

It was agreed that senators' staff should leave the room.

At 12:20 p.m., the committee resumed its public meeting.

It was moved by the Honourable Senator Frum that the report on Bill S-206 presented to the committee be adopted.

After debate,

The motion was adopted on division.

At 12:30 p.m., the committee adjourned to the call of the chair.
