The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:28 p.m., in room 9, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Gerstein, Greene, Harb, Hervieux-Payette, P.C., Kochhar, Massicotte, Meighen, Moore, Mockler, Oliver, Ringuette and Smith (Saurel) (12).

In attendance: John Bulmer and Adriane Yong, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 30, 2010 continued its examination of Bill S-201, An Act to amend the Office of the Superintendent of Financial Institutions Act (credit and debit cards). (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

Richard Bilodeau, Acting Assistant Deputy Commissioner, Civil Matters Branch, Division B.

City of Ottawa and Association of Municipal Tax Collectors of Ontario:

Ken Hughes, Deputy Treasurer Corporate Revenue, and President of the Association of Municipal Tax Collectors of Ontario.

University of Saskatchewan (by video conference):

Richard Florizone, Vice-President, Finance;

Marion Van Impe, Director, Student Accounts and Treasury.

Mr. Bilodeau made a statement and answered questions.

At 5:18 p.m., the committee suspended.

At 5:21 p.m., the committee resumed.

Mr. Florizone, Mr. Hughes made statements and, together with Ms. Van Impe, answered questions.

At 6:26 p.m., the committee adjourned to the call of the chair.

It was agreed that the chair or the clerk would reissue invitations with a strong encouragement to appear before the committee on Bill S-201 to Moneris, TD Canada Trust Merchant Services, Chase Paymentech, and Global Payments.

It was agreed that the Bank of Canada as well as the Reserve Bank of Australia be invited to appear on Bill S-201.

Mr. O'Connell made a statement and answered questions.

At 11:34 a.m., the committee suspended.

At 11:55 a.m., the committee resumed.

Mr. Brun and Mr. Dagenais made statements and answered questions.

At 12:35 p.m. the committee adjourned to the call of the chair.
