The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:35 a.m., in room 9, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Gerstein, Greene, Harb, Hervieux-Payette, P.C., Kochhar, Marshall, Massicotte, Meighen, Mockler, Moore, Ringuette and Smith (Saurel) (12).

In attendance: John Bulmer and Adriane Yong, Analysts, Parliamentary Information.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 3, 2011 the committee began its examination of Bill C-14, An Act to amend the Electricity and Gas Inspection Act and the Weights and Measures Act.

Mr. Lake made a statement and, together with Mr. Vinet, Mr. Cotton and Ms. Roussy, answered questions.

At 11:40 a.m., the committee suspended.

At 11:44 a.m., the committee resumed.

Ms. Marcotte, Mr. Harnois, Mr, Blouin and Mr. Nunziata made statements and, together with Mr. Vinet, Mr. Cotton and Ms. Roussy, answered questions.

It was moved by the Honourable Senator Ringuette that the committee do not proceed with clause by clause and that the committee go in camera to consider a draft report.

The motion was negatived on the following vote:

NAYS — The Honourable Senators: Gerstein, Greene, Kochhar, Marshall, Meighen, Mockler and Smith (Saurel) (7)

It was agreed that clause 1, which contains the short title, carry, on the following vote:

YEAS — The Honourable Senators: Gerstein, Greene, Kochhar, Marshall, Meighen, Mockler and Smith (Saurel) (7)

NAYS — The Honourable Senators: Harb, Hervieux-Payette, P.C., Massicotte, Moore, and Ringuette (5)

It was agreed that the title carry.

It was agreed that the bill carry, on division.

It was agreed that the chair report Bill C-14, without amendment, to the Senate.

At 12:30 p.m. the committee adjourned to the call of the chair.
