The Standing Senate Committee on National Security and Defence met this day at 4:01 p.m., in room 2, Victoria Building, the chair, the Honourable Pamela Wallin, presiding.
Members of the committee present: The Honourable Senators Banks, Dallaire, Day, Lang, Manning, Marshall, Pépin, Plett and Wallin (9).
In attendance: Martin Auger and Holly Porteous, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Tracie LeBlanc, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, March 17, 2010, the committee continued its study on the national security and defence policy of Canada (Arctic sovereignty and security). (For complete text of the order of reference, see proceedings of the committee, Issue No. 1).

Rob Huebert made a statement and answered questions.
At 4:45 p.m., the committee suspended.
At 4:54 p.m., the committee resumed.

At 6:39 p.m., the committee suspended.
At 6:40 p.m., the committee, pursuant to rule 92(2)(e), proceeded in camera to discuss its draft agenda.
It was agreed that senators' staff be permitted to remain in the room for the in camera portions of today's meeting.
It was agreed that the chair seek the authority from the Senate for the following order of reference:
That the Standing Senate Committee on National Security and Defence be authorized to examine:
(a) services and benefits provided to members of the Canadian Forces; to veterans who have served honourably in Her Majesty's Canadian Armed Forces in the past; to members and former members of the Royal Canadian Mounted Police and its antecedents; and all of their families;
(b) commemorative activities undertaken by the Department of Veterans' Affairs Canada, to keep alive for all Canadians the memory of Canadian veterans' achievements and sacrifices; and
(c) continuing implementation of the New Veterans' Charter;
That the papers and evidence received and taken during the First and Second Sessions of the Fortieth Parliament be referred to the committee; and
That the committee report to the Senate no later than June 17, 2011, and that the committee retain all powers necessary to publicize its findings until 90 days after the tabling of the final report.

It was moved:
That the order of reference regarding veterans affairs adopted by the Senate on March 30, 2010, be delegated to the Subcommittee on Veterans Affairs.
The question being put on the motion, it was adopted.
