The Standing Senate Committee on Fisheries and Oceans met this day at 6 p.m., in room 9, Victoria Building, the chair, the Honourable Bill Rompkey, P.C., presiding.
Members of the committee present: The Honourable Senators Dallaire, Hubley, MacDonald, Manning, Marshall, Nancy Ruth, Patterson, Poirier, Raine, Rompkey, P.C., and Watt (11).
Also present: Claude Emery, Analyst, Parliamentary Information and Research Service, Library of Parliament; and Ceri Au, Communications Officer, Communications Directorate.
In attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, March 25, 2010, the committee began to examine issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. APPEARING:
The Honourable Gail Shea, P.C., M.P., Minister of Fisheries and Oceans.
WITNESSES:
Fisheries and Oceans Canada:
George Da Pont, Commissioner of the Canadian Coast Guard;
Krishna Sahay, Director General, Real Property, Safety and Security.
Minister Shea made a statement and, together with Messrs. Da Pont and Sahay, answered questions.
It was agreed that the draft report entitled Controlling Canada's Arctic Waters: Role of the Canadian Coast Guard be adopted and that the chair table the report in the Senate and request a government response.
At 7:24 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Thursday, March 25, 2010, the committee continued to examine issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. Mr. Da Pont made a statement and, together with Ms. Steele and Messrs. Sahay and Browne, answered questions.
At 7:27 p.m., the committee suspended.
At 7:31 p.m., pursuant to rule 92(2)f), the committee resumed in camera to consider a draft budget.
After debate, it was agreed that the following special study budget application (policy framework for managing Canada's fisheries and oceans), for the fiscal year ending March 31, 2011, be adopted and submitted to the Standing Committee on Internal Economy, Budgets and Administration:
