The Standing Senate Committee on Human Rights met this day, at 12:00 p.m., in room 160-S, Centre Block.

Members of the committee present: The Honourable Senators Ataullahjan, Baker, Brazeau, Di Nino, Jaffer, Kochhar, Mitchell, Nancy Ruth and Zimmer (9).

In attendance: Julian Walker and Julia Nicol, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

The clerk informed the committee of a vacancy in the chair and presided over the election of the chair.

The Honourable Senator Jaffer moved that the Honourable Senator Nancy Ruth do take the chair of the committee.

The question being put on the motion, it was adopted.

At 12:04 p.m., the committee proceeded in camera pursuant to rule 92(2)(e) to consider a draft agenda (future business).

At 12:17 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Human Rights met in camera this day, at 4:10 p.m., in room 257, East Block, the chair, the Honourable Nancy Ruth, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Brazeau, Hubley, Jaffer, Kochhar, Nancy Ruth and Zimmer (7).

Other senator present: The Honourable Senator Ataullahjan (1).

In attendance: Julian Walker, Analyst, Parliamentary Information and Research Service.

It was agreed that senators' staff be permitted to remain in the room for the in camera meeting.

Pursuant to rule 92(2)(c), the committee discussed a draft agenda (future business).

At 5:15 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Human Rights met in camera this day, at 4:07 p.m., in room 257, East Block, the chair, the Honourable Nancy Ruth, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Boisvenu, Brazeau, Jaffer, Martin, Nancy Ruth and Zimmer (8).

In attendance: Julian Walker and Allison Goody, Analysts, Parliamentary Information and Research Service and Mona Ishack, Communications Officer, Communications Directorate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 23, 2010, the committee continued its examination of issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations. (For complete text of the order of reference, see proceedings of the committee, Issue no. 1.)

It was agreed that senators' staff be permitted to remain in the room for the in camera meeting.

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that the draft report be adopted and that the Subcommittee on Agenda and Procedure be authorized to make editorial revisions and approve the final text.

At 4:52 p.m., the committee suspended.

At 5:00 p.m., the committee resumed.

Pursuant to rule 92(2)(e), the committee discussed a draft agenda (future business).

At 5:42 p.m., the committee adjourned to the call of the chair.

Members of the committee present: The Honourable Senators Brazeau, Jaffer, Kochhar, Marshall, Nancy Ruth, Oliver and Zimmer (7).

In attendance: Allison Goody, Julia Nicol and Julian Walker, Analysts, Parliamentary Information and Research Service.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 3, 2010, the committee began its examination of the role that the Government of Canada may play in supporting the promotion and protection of women's rights in Afghanistan after Canada has ended its combat operations in 2011.

At 5:00 p.m., the committee suspended.

At 5:06 p.m., the committee resumed.

Ms. Banerjee made a statement and answered questions.

At 6:05 p.m., the committee suspended.

At 6:11 p.m., the committee resumed.

Mr. McCort made a statement and, with Mr. Green, answered questions.

At 6:48 p.m., the committee adjourned to the call of the chair.
