The Standing Senate Committee on Foreign Affairs and International Trade met at 4:15 p.m., this day, in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, De Bané, P.C., Downe, Finley, Fortin- Duplessis, Johnson, Mahovlich, Nolin, Poirier, Robichaud, P.C., Smith, P.C. (Cobourg) and Stratton (12).

In attendance: Natalie Mychajlyszyn, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 21, 2011, the committee continued its examination of the political and economic developments in Brazil and the implications for Canadian policy and interests in the region, and other related matters. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Citizenship and Immigration Canada:

David Manicom, Director General, Immigration Branch;

Sharon Chomyn, Director General, International Region.

Canada Border Services Agency (CBSA):

Peter Hill, Director General, Post-Border Programs;

Geoff Leckey, Director General, Intelligence and Targeting Operations.

Association of Universities and Colleges Canada:

Paul Davidson, President and CEO.

Association of Canadian Community Colleges:

Marie-Josée Fortin, Director, International Partnerships.

Ms. Chomyn and Mr. Hill made statements and with Mr. Manicom and Mr. Leckey answered questions.

At 5:17 p.m.., the committee suspended.

At 5:20 p.m., the committee resumed.

Mr. Davidson and Ms. Fortin made statements and answered questions.

At 6:20 p.m., the committee adjourned to the call of the chair.
