The Standing Senate Committee on Foreign Affairs and International Trade met at 4:15 p.m., this day, in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Downe, Finley, Fortin-Duplessis, Johnson, Mahovlich, Nolin, Robichaud, P.C., Smith, P.C. (Cobourg), and Wallin (10).

In attendance: Natalie Mychajlyszyn and Brian Hermon, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 21, 2011, the committee continued its examination of the political and economic developments in Brazil and the implications for Canadian Policy and interests in the region, and other related matters. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

João Augusto de Castro Neves, Independent Political Consultant, Brazil Politics.

Department of National Defence:

Jill Sinclair, Assistant Deputy Minister (Policy).

Canadian International Development Agency (CIDA):

Tobias Nussbaum, Director General, Strategic Policy Directorate, Strategic Policy and Performance Branch;

Hélène Giroux, Director General, Human Development Directorate (PWCB).

Mr. Morton and Mr. de Castro Neves made statements and answered questions.

At 5:16 p.m., the committee suspended.

At 5:19 p.m., the committee resumed.

Ms. Sinclair and Mr. Nussbaum made statements and, with Ms. Giroux, answered questions.

At 6:15 p.m., the committee adjourned to the call of the chair.
