The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:30 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Dallaire, Downe, Finley, Fortin-Duplessis, Hubley, Johnson, Nolin, Robichaud, P.C., Smith, P.C. (Cobourg), Wallace and Wallin (12).
Other senator present: The Honourable Senator Mahovlich (1).
In attendance: Brian Hermon and Erin Shaw, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Friday, June 22, 2012, the committee continued its examination of Bill S-10, An Act to implement the Convention on Cluster Munitions.

Major-General Jonathan Vance, Director of Staff, Strategic Joint Staff;
Colonel P.K. Gleeson, Deputy Judge Advocate General/Operations (DJAG/OPS), Office of the Judge Advocate General;
Lieutenant Colonel Chris Penny, Directorate of International and Operational Law, Office of the Judge Advocate General.
The chair made an opening statement.
Mr. Green made a statement and, together with Major-General Vance, Colonel Gleeson and Lieutenant Colonel Penny, answered questions.
At 11:55 a.m., the committee suspended.
At 11:59 a.m., the committee resumed, in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda (future business).
It was agreed that senators' staff be permitted to remain for the in camera meeting.
At 12:06 p.m., the committee adjourned to the call of the chair.
