The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:34 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Dawson, De Bané, P.C., Downe, Duffy, Fortin-Duplessis, Johnson, Robichaud, P.C., Smith, P.C., (Cobourg), Wallace, Wallin and Wells (12).

In attendance: Natalie Mychajlyszyn, Brian Hermon and Miguel Bernal-Castillero, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 7, 2012, the committee continued its study on economic and political developments in the Republic of Turkey, their regional and global influences, the implications for Canadian interests and opportunities, and other related matters. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 17.)

The chair made an opening statement.

Mr. Al-Katib made a statement and answered questions.

At 11:31 a.m., the committee suspended.

At 11:34 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 27, 2013, the committee continued its examination of Bill S-14, An Act to amend the Corruption of Foreign Public Officials Act. (For the complete text of the order of reference, see proceedings of the committee, Issue no. 22.)

WITNESSES:

Foreign Affairs and International Trade Canada:

Wendell Sanford, Director, Criminal, Security and Diplomatic Law Division;

Maria Mascaro, Legal Officer, Criminal, Security and Diplomatic Law Division;

Marcus Davies, Legal Officer - Corruption, Transnational Organised Crime, Drugs; Criminal, Security and Diplomatic Law Division.

Messrs. Sanford, Davies and Ms. Mascaro answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-14, An Act to amend the Corruption of Foreign Public Officials Act.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that Bill S-14 be reported to the Senate.

At 12:02 p.m., the committee adjourned to the call of the chair.
