The Standing Senate Committee on Agriculture and Forestry met this day at 8:04 a.m., in Room 2, Victoria Building, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Buth, Callbeck, Eaton, Mahovlich, Maltais, Mercer, Merchant, Mockler, Plett, and Rivard, (10).

In attendance: Aïcha Coulibaly, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee began its consideration of the subject-matter of those elements contained in Division 19 of Part 4 of Bill C-45, a second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

APPEARING:

The Honourable Gerry Ritz, P.C., M.P., Minister of Agriculture and Agri-Food Canada.

Elwin Hermanson, Chief Commissioner;

Gordon Miles, Chief Operating Officer.

Agriculture and Agri-Food Canada:

Frédéric Seppey, Director General, Policy Development and Analysis Directorate.

Minister Ritz made an opening statement and, together with Mr. Hermanson, answered questions.

At 9:05a.m., the committee suspended.

At 9:09 a.m., the committee resumed.

Mr. Hermanson made an opening statement and, together with Mr. Seppey and Mr. Miles, answered questions.

At 10:04 a.m., the committee suspended.

At 10:06 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda.

At 10:15 a.m., the committee adjourned to the call of the chair.
